The Municipal Education Research Foundation (MERF) is a non-profit charitable organization, established with a mandate to accomplish the following:

* Conduct research and publish documentation related to municipal government issues;
* Design, develop and deliver training programs related to the management, administration and operation of municipal government;
* Advocate for and establish post-secondary program(s) on issues related to municipal administration and operation;
* Provide scholarships to assist individuals undertaking the study of local government and related curriculum.

The many recent significant transitions within the municipal sector present tremendous challenges to municipalities, large and small. There is currently a dearth of sound research and development programs specifically pertaining to key municipal issues. Timely, focused research initiatives can proactively identify potential critical issues and outline possible solutions, thereby saving millions of dollars due to lost productivity and poor decision-making. Once these issues are identified, the solutions must be transferred to the field in a timely manner, supported by effective training and delivery mechanisms to ensure proper implementation.

The Municipal Education and Research Foundation (MERF) is poised to assume a leadership role in the provision of these key resources and servicesfor municipal governments in Ontario.
